On May 22, 2018, the Logan City Council passed legislation authorizing the City of Logan to officially join the SOPEC Council of Governments. SOPEC is a regional public service organization that provides shared administrative and legal services required for public energy programs, including electric aggregation. The City of Logan marks the eleventh community to join the SOPEC Council of Governments since its inception in 2014.

Prior to the City of Logan joining SOPEC, voters had already passed electric aggregation in Logan during the November 2015 election cycle. As a result, Logan electric utility customers can begin enrollment in SOPEC energy programs as early Fall 2018. Approximately 2,200 electric utility accounts are eligible for electric aggregation in the City of Logan. Those accounts feature a combined load of 20,000,000 kilowatt hours annually. Logan City Council approved pricing for those accounts that was presented by SOPEC and AEP Energy during August 2017.
